Varicose veins occur when a vein becomes swollen. This  happens because the valves that move blood to the heart do not close properly and start to leak. A heart defect is an abnormality of the heart's structure or function. Heart defects are disorders that people are born with. Approximately 30,000 to 40,000 (or 1 in 1,000) children are born each year with a heart defect. Some types of heart defects can be corrected by surgery.
